Health & Safety Policy and Practice Compliance - the solutions PEL can offer
Air quality monitoring and risk assessment services - large waste management facilities, including those that focus on green waste recycling, are highly regulated and licensed. Licence conditions may stipulate a certain number of monitoring visits to ensure air quality falls within given thresholds. PEL has expertise in monitoring bioaerosols and other airborne particulates at commercial composting facilities. We will visit your sites as required, monitor bioaerosol and dust arisings, and then confirm our findings, and recommendations for future operations, in a comprehensive report.
COSHH Risk Assessments of waste treatment plants – it is often not realised that there is an absolute duty to conduct COSHH Risk Assessments, just as there is an absolute duty to conduct generic Risk Assessments. Clients may assume that completing COSHH assessment forms and/or simply carrying out a Risk Assessment is sufficient; it is not. This means that if an exposure occurs the employer would automatically be liable for a personal injury claim by an employee. PEL can carry out COSHH Risk Assessments, which would entail a site visit and providing a detailed report identifying areas of potential exposure and non-compliance, along with recommendations for improvement and best practice.
General health & safety advice – there are legal, economic and moral reasons for ensuring operations are conducted safely; of course putting in place appropriate policies and procedures has a cost implication, but the financial implications of not doing so can be far higher. Companies often assume they can delegate health and safety, but responsibility always resides with company directors and sometimes policies and practices fail to comply with safety legislation; under the Management of Health and Safety in the Workplace Regulations (1999) there is an absolute duty to carry out ‘suitable and sufficient’ Risk Assessments by a competent person, not something that can be easily delegated. The opportunity cost for a small to medium sized company to maintain compliance can be high, but PEL can offer cost-effective health & safety audits, followed by recommendations concerning how to achieve compliance and best practice. PEL can be placed on a retainer to ensure compliance is maintained, and provide staff training and documentation maintenance.
